For each round of competition the Current Course Rating for the day is determined (CCR).
Your score is compared with the CCR.

Examples:
10 handicapper plays 2 strokes under - loses 0.4
20 handicapper with exact handicap of 20.2 plays 3 strokes below CCR.
He loses 0.4 for the first stroke under - 19.8 (Playing handicap still 20)
then 0.4 for the second - 19.4 (19)
The 0.3 for the last -19.1 (19)
17 handicapper plays 2 strokes over his handicap - no change
3 handicapper player 5 strokes over - add 0.1
